What size should a passport photo be?

It depends on the portal. Many government and visa websites ask for a JPEG between 20KB and 50KB, sometimes with specific pixel dimensions. Check your portal's instructions, then set that value as the target above.

Can I set exact pixel dimensions too?

Yes. Each image has Width and Height fields. Enter the required pixels (for example 413×531 for many 35×45mm photos at 300 DPI) and keep the ratio locked, then compress to the KB target.
